PPK zamiast OFE – szansa na mniejszą obniżkę emerytur?

Ogólną intencją Pracowniczych Planów Kapitałowych jest zastąpienie tego, co przedtem miały spełniać Otwarte Fundusze Emerytalne. Połowa ich środków została przejęta przez poprzedni rząd, więc pozostało niewiele. Według obecnego rządu PPK ma spełniać dwa cele. Jednym z nich jest zwiększenie środków potrzebnych do sfinansowania emerytur, które bez niego byłyby coraz niższe. Oprócz tego ma być to zastrzyk dodatkowego kapitału do gospodarki, m.in. na giełdę czy do systemu bankowego, z którego mogą korzystać przedsiębiorcy.
– Fundusze, jakie mają być w tej chwili generowane w programie, są stosunkowo umiarkowane. Znaczące zwiększenie przyszłych emerytur oraz wygenerowanie dodatkowych środków dla gospodarki wymagałoby, żeby program ten odbywał się na dużo większą skalę – powiedział serwisowi eNewsroom Stanisław Gomułka, główny ekonomista Business Centre Club – Rząd na pierwszym etapie obawia się oporu ze strony przedsiębiorców i pracowników. Środki finansowe dostarczyć mają jedni i drudzy, ale przede wszystkim pracodawcy. Obecny zakres PPK zapewni nieznaczny wzrost emerytur. Bez niego za 20-30 lat świadczenia te w stosunku do płac spadną do ok. 30-35 proc., z obecnego poziomu – ok. 50 proc. Celem było więc zmniejszenie tego spadku, jednak będzie on miał nadal miejsce – ocenił Gomułka.
